Q: how do you fill these bottles?

Put the atomizer in place of the nozzle onto the perfume bottle. There ia a connection on the bottom of the atomizer. Then pump the assembly like you are spraying perfume. Every pump fills the bottle. Just keep going until you get as much in the atomizer as you want. There is a handy sight glass so you can see the level of the liquid.

Q: how do you fill these bottles?

I have bought a bunch of these little bottles from different companies and have not had any break or leak! -->Hold the black button-down like you would if you were you're spaying when you're 1st fill your bottle! <-- (Yes it is a little awkward) I guarantee if you do this you will be significantly less likely to have a bottle that breaks or leaks. The reason is because there is air in the bottles already so when you go to put liquid in there's a good chance you're building up pressure inside the small bottle. With enough pressure ANY container will fail. I am not a scientist, and I've only used so many of the atomizers, but I have found that even bottles that look like they're not getting filled up at 1st work just fine once I've held down the pump to allow some of the air out while I pump in perfume.

Q: What if my perfume doesn't have a a sprintzer, is there another way to fill the bottle?

Don't think so. Other atomizers sold that you can unscrew the top would work for those bottles without spray top

Q: Are these TSA approved for a carry-on?

Yes, Ive traveled with them in my carry-on and had no problems.
