These folks make a solid whistle, for the price.
I own several instruments from this maker. At this level of learning and play, these are a good way to start. It's reasonably in tune. You can work 2 full octaves before the sound starts to give way to noise. It's a little breathy, which makes it sound a bit like actual wood.
